The introduction of the Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law, represents one of the most significant changes to security legislation in recent years. Designed to improve public safety and strengthen preparedness against the threat of terrorism, the legislation places new responsibilities on many publicly accessible premises and events across the UK.  

A key part of the new legislation is the appointment of the Security Industry Authority (SIA) as the law’s regulator. While many businesses are already familiar with the SIA’s role in licensing private security professionals, its responsibilities are now expanding to help oversee the implementation of Martyn’s Law.  

What Will the SIA Do?

The SIA’s role is not simply to enforce the legislation. It will provide guidance, support and oversight to help organisations understand and meet their legal responsibilities.

The regulator will work with businesses and event organisers to ensure that appropriate and proportionate security procedures are in place, helping organisations prepare for the unlikely but serious risk of a terrorist attack. Its approach is intended to be supportive, proportionate and risk-based, recognising that every premises and event has different security requirements.

Although the legislation is expected to come into force in Spring 2027, organisations should not wait until the final implementation date before reviewing their security arrangements.
